Big changes are coming to the Child Care Subsidy (CCS) from 5 January 2026, with the introduction of the 3 Day Guarantee. This reform is designed to make early childhood education and care more accessible and affordable for families across Australia. At Stepping Stone (SA) Childcare & Early Development Centres, we want to help you understand what this means for your family and how to prepare.
What is the 3 Day Guarantee?
The 3 Day Guarantee ensures that all families eligible for the CCS can access at least 72 hours of subsidised care per fortnight – roughly three days per week. Previously, families had to meet minimum work, study, or volunteer requirements (the CCS activity test) to qualify for subsidised care. From 2026, this baseline subsidy will be available regardless of participation hours.
This change is particularly important for families with irregular work hours, casual employment, or part-time schedules, as well as single-parent households. It also benefits families who previously received no subsidy or only 24 – 36 hours per fortnight, giving children more consistent access to early learning opportunities.
Who Can Receive 100 Hours Per Fortnight?
While the 3 Day Guarantee sets a minimum of three days per week, some families will continue to receive up to 100 hours of subsidised care per fortnight. This includes families who:
- Care for an Aboriginal and/or Torres Strait Islander child
- Complete more than 48 hours of recognised activity per fortnight
- Have a valid exemption or experience exceptional circumstances
- Receive Additional Child Care Subsidy (ACCS) for child wellbeing, temporary financial hardship, or grandparent payments
What Families Need to Do
If your family is already receiving CCS, there’s no need to update anything with Services Australia – your entitlement will be automatically updated.
However, it’s important to:
- Decide how many days of care you would like from 5 January 2026
- Inform your Stepping Stone (SA) centre as soon as possible so we can plan for your child’s enrolment
- Remember that gap fees may still apply, and CCS eligibility criteria must be met
